The agreement in this regard was signed between KOICA representatives and Badulla-CoT and Embilipitiya-TC at the KOICA office.

The project at Badulla - CoT was identified by three KOICA ICT and Korean language volunteers, Kim Sun-young, Kim Moon-hee and Choi Hyun-wook who were dispatched to CoT in May 2010 to provide the latest ICT subjects and provide Korean language classes to students.
