development, and decide to accelerate the implementation of our
respective commitments in this regard as contained in the Convention
on the Elimination of all Forms of Discrimination Against Women (CEDAW)
as well as Agenda 21, the Beijing Declaration and Platform for
Action and the Millennium Declaration.

Acid test for post-Cold War world
An ASEAN meet has just ended in Cambodia,
without a joint declaration being issued at the end of it, reports
said. Apparently, ASEAN could not arrive at a consensus on some
hotly-debated issues relating to China. As is well known, China and
some ASEAN members are making rival sovereignty claims over the
South China Sea and this had bedeviled the ASEAN deliberations. In
fact, commentators are now prone to describe the South China Sea as
a ‘flashpoint’ region of the world.

Padaviya: the Eastern Capital of the Rajarata Kingdom
Padaviya situated in the North-Eastern corner of
the North Central province, bordering the Northern and Eastern
provinces; about 96 kilometres away from Anuradhpura was devoid of
settlements in the early centuries of the Christian era. That
explains why there aren’t many early Brahmi cave inscriptions in and
around Padaviya. But gradually the region had developed as the
centre of the Eastern Division (Pacinadésa) of the Rajarata kingdom.
One of the earlier names of Padaviya was Padinnoru which is derived
from the Pali form Pacina-nagara or the Eastern city. It also came
to be known as Padirattha or Padavi country.
