realization for government organisations thinking ahead to 2015, in line
with the Dubai Strategic Plan. One can observe that the way in which
government institutions operate and enable businesses and citizens has
to continue changing as a consequence of the transforming global
economy.

transforming from that focus shifts from political independence to
economic interdependence, from natural resources to management

case in Bhutan, recognising the softer side in a competitive world.

Jayakody went on to elaborate how government organizations need to
link their structures and modify the standard operating procedures,
beyond the government regulations and reinvent their operations.
