Foreign Minister Tyronne Fernando observed that the UN Convention Against Corruption currently being negotiated in Vienna in its Sixth Session should have "teeth" in order to avoid expectations of the people being raised and dashed to the ground. He made these remarks during the recent wide ranging discussions he had with Antonio Maria Costa, UN Under Secretary-General and Head of the UN Office in Vienna. The exchange of views on diverse topics in the UN Office in Vienna covered international legal regimes and co-operation in the detection, prevention and prosecution of organised crime combating corruption, drug abuse and trafficking and prevention of the supply of illegal small arms and other related matters in terms of the Treaty on Organised Crime 2003 and the 1988 Vienna Convention on Trafficking in Narcotic Drugs. Minister Fernando briefed UN Under Secretary-General on the conflict in Sri Lanka and the ongoing peace process and explored the possibility of obtaining technical assistance for integrating ex-combatants and combatants into civil society through useful employment. The expertise of the UN Office in dealing with post-conflict situation was enumerated by the Under Secretary-General in great detail by reference to several countries. Chiefs of the UN Crime Division, Drugs Division and Terrorism Branch were associated with the Under Secretary-General. Ambassador and Permanent Representative to the UN, D.L. Mendis and Consultant, N. Navaratnarajah and other officials of the Ministry were associated with the Minister during the discussions. |
