by Ranga Jayasuriya The Tigers are planning to set up a high profile consultative committee to guide their peace negotiators in future talks, LTTE sources said. The proposed committee is expected to advise the LTTE peace delegation on the legal and constitutional implications of the Interim administration and future agreements. The Tigers are now in the process on selecting and consulting Tamil experts in the North-East and abroad, according to the top ranking LTTE sources. Sources told the Daily News that the Tigers are "very much aware" of the need to avoid the recurrence of failures like the Sub Committee on Immediate Humanitarian and Rehabilitation Needs (SIHRN) in which functions, as the Tigers claimed was obstructed by bureaucratic red tape and inefficiency. The Tigers' latest strategy comes as the Government plans to submit the proposals on Interim Administrative structure to the LTTE.The proposed committee will advise the LTTE leadership and his peace delegation on the legal and constitutional implications on the Government's proposals. Sources said the Tigers are concerned about of the continuation of the Interim Administration even if a change of the Government took place. "So it is very important that the powers and functions of the proposed interim administration should be clearly defined,"the Tiger sources said. LTTE political chief Thamilselvam was earlier expected to fly to London to meet LTTE theoretician Anton Balasingham and to seek legal advice from Tamil legal experts on the Interim Administration. However, the visit seems not to be materialised as the British Embassy in Colombo said that Thamilselvam will not be granted a visa. |
