  • A political solution to the ethnic crisis safeguarding the territorial integrity of the country and making the minority communities stakeholders in the democratic process.
  • The process of the establishment of the Independent Commissions will be completed.
  • Abolition of the Executive Presidency.

  • A new electoral system integrating the principles of Proportional Representation, the First-past-the-post system and the need for special representation.
  • Abolition of the Preferential voting system.
  • Approval of the voters is sought to use victory at this election as a legal mandate to introduce a new Constitution.
  • An economy that empowers the people, which means higher living standards and reduced prices of essential goods.
  • Samurdhi program is to be accelerated. Steps will be taken to investigate alleged malpractices in the program 400,000 new employment opportunities.
  • Protection of farmers against threats to the agricultural economy from globalisation.

  • The city of Colombo will be developed to the level of an international city. It will be our Commercial Capital while the city of Sri Jayawardhanapura will remain the Administrative Capital.
  • The 'Thirasara Purawara' program will be extended.
  • A fully equipped and staffed hospital in every district. Nurses training will be expanded. Rural hospital facilities will be developed.
  • Free education up to graduate level at State expense.
  • Day-care centers for small children will be set up throughout the country.
  • Rights of women and children will be protected.
  • Elders home in every district

  • The non-aligned foreign policy will be carried forward.
  • Rural industries and small industries will be developed. A policy of bringing to Sri Lanka, new knowledge, technology and new industries will be carried out.
  • IT based management system throughout the country will be extended by the year 2005. IT will be included in the curriculum of universities and other educational institutions.
