Police Information & Communication System Project
The Sri Lanka Police needs to enhance the use of modern technology to
assist and serve the public efficiently and effectively and to create a
peaceful environment for the public to live without fear of crime and
violence. The overall objective of the proposed project is to develop a
modern state of the art information and communication system which in
turn would enhance the voice, data and video transmission capabilities
of the Sri Lanka Police. The total estimated cost of the project is Rs
2,876 million and is expected to be completed within three years. The
President's proposal, in his capacity as the Defence and Urban
Development Minister, to proceed with the project, subject to the
stipulations made by the General Treasury was approved by the Cabinet.
Road rehabilitation
The rehabilitation and upgrading of Bodagania-Hambegainuwa-Kaltota
Road (B528) from 0 to 48.2 km with financial assistance from Bank of
Ceylon under rehabilitation of priority roads with financial assistance
from local banks is to be implemented by the Road Development Authority
and is scheduled to be completed in 2015. The proposal made by the
President, in his capacity as the Finance and Planning Minister to enter
into a loan agreement with the state bank to obtain a loan of Rs
3,915,946330.81 was approved by the Cabinet.
MoU signing
The signing of the Memorandum of Understanding (MoU) for Governing
the Financial Management of GAVI Cash Grants (GAVI HSS Programme) - the
Global Alliance for Vaccines and Immunization - Health System
Strengthening Programme was initiated in mid-2008 to develop a health
work force to deliver primary healthcare services efficiently and
effectively and it has been implemented in Jaffna, Kilinochchi, Mannar,
Mullaitivu, Vavuniya, Ampara, Batticaloa, Trincomalee, Badulla and
Nuwara-Eliya districts at provincial level. Health Minister Maithripala
Sirisena's proposal to sign the MoU as jointly agreed between GAVI
Alliance Secretariat in Geneva and the Sri Lankan government for
governing financial management of GAVI Cash Grants for future
disbursements to health system strengthening in Sri Lanka was approved
by the Cabinet
Tourism co-operation
The Kingdom of Morocco has proposed the conclusion of a MoU on
co-operation in the field of tourism with the Sri Lankan government.
Economic Development Minister Basil Rajapaksa's proposal to sign and
ratify the MoU was approved by Cabinet.
Thai, Lanka MoU
The Kingdom of Thailand has proposed the conclusion of a MoU on
Co-operation in the field of tourism with the Sri Lankan government.
Economic Development Minister Basil Rajapaksa's proposal to sign and
ratify an MoU between the Kingdom of Thailand and the Sri Lankan
government was approved by the Cabinet.
Colombo Port Expansion Project
The Sri Lanka Ports Authority has planned to construct a 400 metre
berth in the East Container Terminal, parallel to the construction of
the South Container Terminal. The proposal made by the President in his
capacity as Ports and Highways Minister to proceed with the project was
approved by the Cabinet.
Construction of Magistrate's Court at Galagedara
Justice Minister Rauff Hakeem's proposal to award the consultancy
services contract of a building for the Magistrate's Court at Galagedara
costing Rs 74,457,900 to the State Engineering Corporation and to select
a contractor on competitive bidding basis, and the work to be commenced
in 2013 if funds are available failing which, to have the funds
allocated from 2014 under the Medium Term Expenditure Framework, was
approved by the Cabinet.
Provision of infrastructure facilities for universities to
facilitate additional intake of students for 2013
The government has given top priority to expand the capacity and
facilities of state universities to provide requirements of the present
and the future intake of students.
Higher Education Minister S B Dissanayake's proposal to proceed with
the construction work with funds allocated in 2013 and also utilising
the funds proposed to be allocated under the Medium Term Budgetary
Framework 2014 to 2016, was approved by the Cabinet.
Construction of new two storied building for Divisional Secretariat,
Kebithigollewa
The proposal made by Public Administration and Home Affairs Minister
W D J Seneviratne to construct a new two storeyed building for the
Kebithigollewa Divisional Secretariat at Rs 36 million with funds to be
allocated from 2013 under the Medium Term Expenditure Framework was
approved by the Cabinet.
Construction of new two storied building for Divisional Secretariat,
Palagala
Public Administration and Home Affairs Minister W D J Seneviratne's
proposal to construct a new two storeyed building for the Palagala
Divisional Secretariat at Rs 35 million with funds to be allocated from
2013 under the Medium Term Expenditure Framework, was approved by the
Cabinet.
Construction of new three storied building as remedy to congestion
in classrooms in Dharmadutha College, Badulla
Education Minister Bandula Gunawardena's proposal to proceed with the
above project was approved by the Cabinet.
Establishment of University Colleges (Construction Work)
The Youth Affairs and Skills Development Ministry has taken steps to
establish 13 university colleges in 2013 in the following manner:
University Colleges in Belwood Aesthetic Centre and Sapugaskanda
Vocational Training Centre; University College on Health Studies in the
premises of Sri Jayawardenapura Hospital; and University College in
Ampara in the new buildings constructed at the premises of the College
of Technology Ampara under the 'Deyata Kirula' Programme.
Nine university colleges are to be constructed in Raunalana,
Kuliyapitiya, Thalalla, Baddegama, Katunayake, Anuradhapura, Borella,
Katubedda and Jaffna. Rs 3,173 million was allocated for this in 2013.
Youth Affairs and Skills Development Minister Dallas Alahapperuma's
proposal to proceed with the activities relating to the construction
work of the nine university colleges subject to the stipulations made by
the General Treasury was approved by the Cabinet.
Loans for road rehabilitation
The proposal made by the President in his capacity as the Finance and
Planning Minister to obtain two loans from the National Savings Bank and
the Hatton National Bank for the rehabilitation and upgrading of road
sections from Nagoda to Neboda (from 2.7 km to 15.9 km) and Awittawa to
Lewwanduwa (from 9.83 km to 27.2 km) under the rehabilitation of
priority roads which is to be completed in 2015 was approved by the
Cabinet.
