Migrant workers to get NVQ skills

The government will recognize skills of returning migrant workers in
the future so that their skills could be used effectively, Tertiary and
Vocational Education Commission Information Systems Director Janaka
Jayalath said. He said migrant workers will be offered National
Vocational Qualification (NVQ) level one before migration.

assessment system at their training centres.
He said that there is a significant increase in the number of migrant
workers worldwide but there is a slow progress in recognizing the skills
of returning migrant workers in Sri Lanka, he said at a workshop on
“Skills recognition for migrant workers,” organized by the ILO in
Colombo yesterday.
Jayalath said there will be new services for departing and returning
migrant workers through a new or an existing national agency to support
labour market reintegration with full recognition of their new skills.
Accordingly evidences for recognition of skills of returning migrants
will include written statements attesting work experience and skills
development signed by supervisors and employers, performance appraisal
documents, information on any leadership and supervisory and soft skills
developmental roles held by the migrant worker.
The drafted National Action Plan for skills recognition of migrant
workers was discussed at the workshop with the participation of members
of the region identifying opportunities for enhanced cooperation in the
region for skills recognition of migrant workers.
ILO Country Director Donglin Li said the issue of skills recognition
and qualifications reform has been a major theme of international
debates on education and training strategy and developing a system that
is more flexible ,accessible and transparent yet without undermining its
quality and credibility is a challenge.
He believed that it is important to promote the establishment of
formal structures for tripartite consultations on migration issues and
the coordination of stakeholder at both national and regional levels. |
