Mujica opens Ibero-American Summit
Uruguay: Uruguayan President Jose Mujica opened the 15th Ibero-American
Judicial Summit on Wednesday, and affirmed it is the duty of all Heads
of State to draw up major guidelines favoring equity and social justice.
"It is the responsibility of lawmakers to interpret those guidelines,
and it is up to judges to make the whole system function," he stressed.
Mujica made these comments opening the forum at Montevideo's Hotel
Sheraton. The Summit is attended by nearly 200 participants from 23
countries, and will close today, according to the organizing committee.
Ibero-American Summit General Secretary, Enrique Iglesias, who also
addressed the opening sessionsaid the access to justice will be among
