Pakistan Govt prepares five year plan

For IDPs reconstruction :

PAKISTAN: The Pakistani government has prepared a five-year plan for the reconstruction and rehabilitation of the internally displaced persons (IDPs) in the country’s militancy-hit northwest, the official APP news agency reported Tuesday.

“We have prepared five year plan including health, education, security and the government would also address the reason which lead to this situation in Malakand division,” Pakistani Foreign Office Spokesman Abdul Basit was quoted as saying.

The spokesman said that almost 90 to 95 present IDPs out of total 2.2 million dislocated during the conflicts in different areas in the troubled northwest had so far returned to their homes, and recovery phase is about to conclude and the government would start reconstruction process in the affected areas.

Basit said that the government has already allocated 50 billion rupees (about 610 million U.S. dollars) for reconstruction of the affected areas.

“We are generating our own resources but if international community wants to help us we will welcome it,” he said.

Meanwhile, the United Nations has completed a high-level mission to the northwest Swat district to establish direct contact with the local authorities.

The mission, led by the U.N. Humanitarian Coordinator Martin Mogwanja, aimed at identifying potential gaps and strengthening the provision of humanitarian assistance.

“We met district authorities and national and international non- governmental organizations (NGOs), and established the need for early recovery activities to start as soon as possible,” Mogwanja said, adding “so far the humanitarian community has distributed food and health kits but we want to expand our assistance.”

The leaders of the various clusters, a group of U.N. agencies and NGOs looking after a certain sector, gained a better understanding of the current situation and found that agriculture, education and health were the most important needs in the battle- scarred districts.
