Service Extension of Sovereign Rating Agencies for Government -
2008-2011
The Cabinet has approved a memorandum submitted by Finance and
Planning Minister Mahinda Rajapaksa to extend the service of the two
rating agencies Fitch Ratings and Standard & Poor's (S&P) as per the
advise given by the Attorney General, to authorize the Central Bank
Governor to sign agreements with the two rating agencies on behalf of
the Government and to grant approval for Central Bank to meet all
expenses relating to the sovereign rating as an advance and the General
Treasury to reimburse such costs to the Central Bank.
Levy and collection of luxury and semi-luxury motor vehicle taxes
The Cabinet has approved a memorandum submitted by Transport Minister
Dullas Alahapperuma to appoint a committee headed by a senior Treasury
representative comprising representatives from the Public Administration
and Home affairs Ministry and the Department of Motor Traffic /
Transport Ministry to examine and report on the possibility of
collecting luxury and semi-luxury vehicle tax through the Divisional
Secretaries at the time of issue of annual revenue licences, instead of
by Private Sector Insurance Companies as at present.
Supply of 312MT of full cream milk powder for Triposha program
The Cabinet has approved a memorandum submitted by Healthcare and
Nutrition Minister Nimal Siripala de Silva to award the tender for the
supply of 312MT of full cream milk powder to the lowest bidder M/s Lanka
Milk Foods (Pvt) Ltd for Rs. 143,520,000 (without VAT) at the rate of Rs.
460,000 and to amend the Procurement Agreement.
Establishment of the UC-MIARS
The Cabinet has approved a memorandum submitted by Higher Education
Minister Wiswa Warnapala to establish the "University of Colombo
Magampura Institute of Agro Technology and Rural sciences" (UC-MIARS)
Ports and Air Ports Development Levy Amendment
The Cabinet has approved a memorandum submitted by Finance and
Planning Minister Mahinda Rajapaksa to defer the payment of Port and Air
Port Develop Levy on any goods being plant, machinery or other equipment
of high value imported into Sri Lanka to be used in any specified
project identified by the Finance Ministry taking into consideration the
economic benefit to the country on which the project tax is borne by the
Government on a corporation the economic benefit to the country on which
the project tax is borne by the Government on a corporate guarantee
issued by the relevant line Ministry and to draft the amendments to the
Part I of the Finance Act, No. 11 of 2002 incorporate the aforesaid
proposal, to present the amendments to the Parliament for approval
subject to the clearance of the Attorney General and to implement the
proposal administratively to facilitate the smooth functioning of the
mega infrastructure develop project until such amendments are made.
Loan facility agreement to finance the rehabilitation of Labugama
and Kalatuwawa
The Cabinet has approved a memorandum submitted by Finance and
Planning Minister Mahinda Rajapaksa to enter into a Loan Facility
Agreement with the Hungarian Export Import Bank Private Limited to Euro
16,714,045, for Labugama Water plant and to enter into a loan facility
agreement with Hungarian Export Import Bank for Euro 17,383,906 for the
rehabilitation of Kalatuwawa Water Treatment Plant and re-lend proceeds
of the two loans to the National Water Supply and Drainage Board on
terms to be determined by the Treasury.
Filling the vacancy of principal at Annada College, Colombo
The Cabinet has approved a memorandum submitted by Education Minister
Susil Premajayanth to fill the vacancy of Principal of Ananda College,
Colombo according to the new mode of selection approved by the Court.
Contracts for Rehabilitation of Navatkuli-Karativu-Mannar Road
The Cabinet has approved a memorandum submitted by Highways and Road
Development Minister to award the eleven contracts, each for
rehabilitation of 4 Km section and to expedite construction work
urgently.
DSWRPP employment of implementation support consultant
The Cabinet has approved a memorandum submitted by Agriculture
Development and Agrarian Service Minister Maithripala Sirisena to award
contract for Implementation support consultation for multi scrotal water
resources planting of the Dam Safety and Water Resources Planning
Project (DSWRPP) to SMEC international Pty. Limited, Australia for Rs.
365 million.
Completion of balance work and construction of a ward complex
The Cabinet has approved a memorandum submitted by Healthcare and
Nutrition Minister Nimal Siripala de Silva to get the balance work and
the additional work of the construction work of the ward complex at
District Hospital Meegahakiula done by the Central Engineering
consultancy Bureau for Rs.10,124,004.13 (with VAT) on Design and Built
basis.
