"Human rights are based purely on human values. A right would exist
only if it is believed, accepted and advanced that such a right is
linked to human values and that there is a nexus between human rights
and such values. It is to be borne in mind that the first documentary
use of the expression 'human rights' was used in the charter of the
United Nations, which was adopted in San Francisco on June 25, 1945 and
was ratified by a majority of its signatories in October that year,
emphasised Justice Dr. Shirani Bandaranayake.
