Although garbage was not a problem that needed to be brought before
the Supreme Court, today it has become such a crucial issue that it had
been brought before the Supreme Court. Those who obstruct civilized
people deserved to be whipped without pardon Chief Justice Sarath N.
Silva told at a function held at the Colombo Municipal Council to start
a new city garbage disposal project yesterday.

The garbage collecting program was started with the participation of
prisoners at the Colombo Municipal Council for one month in Colombo.
"The Government had spent billions of rupees to clean the garbage of
the city but the result was the creation of huge hill of garbage that
was like the volcanic mountain Visuvius," he said. If the pollution
caused by it came to the notice of the International community the
Government would be embarrased the Chief Justice said.
"I have been in the public service for over 40 years. During the
British period, the city roads were washed. But today the problem is to
maintain the existing drainage system. If the drainage system of the
city was not maintained properly it could lead to diseases of an
epidemic proportion," he said.
This project was the beginning of trying to find a solution to the
acute garbage problem in Colombo. The project would benefit both
citizens and the prisoners, the Chief Justice said.
