The National Polls Observation Centre (NPOC) that there was a
considerable number of voters in the Sabaragamuwa and North Central
Provinces who did not have valid identity cards.
Due to the unavailability of Government approved identity cards these
voters would not be able to vote at the Provincial Council election on
August 23.
A valid identity card is compulsory at the election. The authorities
have to establish a simple procedure to identify and issue an acceptable
identity card for the voters who do not have valid identity cards, NOPC
sources said. Most voters who do not have identity cards are from areas
that are under LTTE threats, sources said.
