citizen can petition the law courts in SL even if some are
frivolous. SJ adds when ‘Lankan Tamils’ are arrested in SL they are
presumed guilty until they prove their innocence’. This is quite
contrary to the law as SJ even when in India must know unless he
feigns ignorance. Also does he refer to criminals or terrorist
suspects?
