Krishnaswamy Colombo Municipal Council Commissioner Jayantha Liyanage did not attend the crucial finance meeting yesterday, Council sources told the Daily News. UNP chief whip U.L. Titus Perera, UNP member S.H.M. Kamil and Leader of the Opposition Milton Liyanage also kept away from the meeting, hindering the smooth functioning of the Council, the sources said. Similar incidents, disrupting the proper functioning of the CMC have been continuing for the past two years but this is the first time that the Municipal Commissioner and also some MMCs of the ruling party kept away, the sources said. Even for the Council meeting, the quorum bell has to be sounded several times to get down the members and the latest incident indicated that the situation was becoming worse day-by-day and cannot be averted unless disciplinary action was instituted, the sources added. A similar situation prevails in virtually all local government bodies under the administration of the UNP and unless strong disciplinary measures were instituted against members who are deliberately obstructing the smooth functioning of the Councils, this state of affairs cannot be averted, the sources said. Eight UNP members of the Mahara UC were sacked recently for such negligence and that example should be followed in other places too, the sources said. |
