Training for state prosecutors on victims' rights

A seminar on the theme of 'Victims Rights vs Rights of the Accused in an Adversarial System" will be held for over one hundred State Counsel and prosecuting attorneys of the Attorney General's Department on August 14 at the Ceylon Continental in Colombo.

The training program is jointly organised by the Attorney General's Department and the National Center for Victims of Crime (NCVC), which has extensive experience in conducting sensitisation and training programs for agencies within the criminal justice system.

The chief guest, Attorney General K. C. Kamalasabayson PC will deliver the keynote address on the "Protection of Victims of Gender Based Violence within our Criminal Justice System". He will be joined by a number of distinguished speakers. Justice Shiranee Thilakawardena, Judge of the Supreme Court and a former State Counsel will speak on "Human Rights, equality and their accommodation in an Adversarial System through victim-friendly procedures."

The program will present a much valued international perspective on the issue of Victims Rights by having two keynote addresses delivered by distinguished international guests Mr. Nick Cowdery QC, Director of Public Prosecutions (NSW) Australia, President of the International Association of Prosecutors (IAP), the only worldwide organisation of prosecution agencies and lawyers and former President of the Human Rights Institute of the International Bar Association (IBA), will address on "Balancing Rights - The Role of the Prosecutor". Justice Marcus Einfeld QC a former Supreme and Federal Court judge and Human Rights Commissioner in Australia, will speak on "Comparison of the Adversarial System with the Inquisitorial System within a Human Rights framework."

A panel discussion chaired by Solicitor General C. R. de Silva PC will follow the keynote addresses. The panelists will be Upali Gooneratne Senior Attorney-at-Law, Chairman of the Legal Aid Commission, Senior State Counsel Sarath Jayamanne, and Shirani Goonatilleke de Fontgalland State Prosecutor from the Office of the Director of Public Prosecutions (NSW) Australia and member of the IAP.

National Convenor of the NCVC and Constitution Councillor S. S. Wijeratne will be the moderator.

This event is sponsored by the United Nations High Commissioner for Refugees (UNHCR), the Australian aid agency AusAID, and two leading law firms in Sri Lanka Messers Julius & Creasy and F. J. & G. de Saram.
