Deshamanya H. L. de Silva, President's Counsel will unveil the portrait of the late Mr. C. R. Gunaratna, President's Counsel at the Kegalle Law Library at 4.30 p.m. today on the invitation of the President and members of the Kegalle Bar Association. After unveiling the portrait, Deshamanya de Silva will address lawyers and other guests including Judges of Kegalle Courts. Gunaratne who was an Advocate began his practice in 1929 and practised his profession for 63 years. He passed away in 1994. Gunaratne, considered an authority on Kandyan Law and Buddhist Ecclesiastical law, had appeared in practically all the important cases in the Kandyan provinces pertaining to matters concerning Kandyan Law and Buddhist Ecclesiastical Law and had figured in several important cases in the Supreme Court as well. His deep knowledge was acknowledged and utilised by the State. In the 1950's, he was appointed to a Commission headed by Sir Arthur Wijewardena, former Chief Justice to inquire into, investigate and report on land tenure in Viharagam, Dewalagam and Nindagam lands and a very valuable and useful report was presented to the Government by this Commission. His expert knowledge was such that he had been retained to appear in all the important cases by Diyawadana Nilames of Dalada Maligawa in the 1950's, 1960's and 1970's and also by the Basnayake Nilames of Ruhunu Kataragama Maha Devale and Basnayake Nilames of the other important Devales when complex legal questions arose of decision. Junior lawyers who attended his Chambers had risen to the highest level in the Judiciary and in the legal professions. Apart from a substantial Appeal Court practice, he had a wide civil practice in Kegalle, Kurunegala and Kandy Courts. |
