Cross Service Agreement with US not on agenda nor discussed The Minister of Foreign Affairs Lakshman Kadirgamar stated in Washington that the Access and Cross Service Agreement (ACSA) to allow US warships and aircraft to use Sri Lankan bases for refuelling was never on the agenda and was not discussed with the United States during his visit from May 9 to 13, 2004. Referring to a media report that he was planning to discuss an ACSA agreement in Washington, he further stated, "There is no question about it.
