Law reforms to protect Govt property during polls By Chamikara Weerasinghe A majority of ministers and deputy ministers in the government and UNF parliamentarians have reportedly declared their backing to a proposal by directors of the Programme for Protection of Public Resources (PPPR), to introduce a new law reforms to protect government property during elections. Director of the programme, J.C. Weliamuna said that the ministers and MPs had responded favourably since the introduction of the proposal last April on PPPR's Final Report on Abuses of Public Resources, issued on the basis of the findings of the Institute of Human Rights, the Institute Transparency International Sri Lanka, and the Centre for Monitoring Election Violence, after the General Election. Weliamuna said they were in the process of inviting comments from political parties on this proposal in particular, and added they envisage to introduce a new election offence which will make "Abuse of public resources", a severe offence with severe penalties that even private prosecutions may also be considered. "Besides, we are pushing the government to set up an Independent Media Authority to monitor media establishments during an election," he said. The Authority should be established with specific powers to regulate both private and government media institutions to achieve a balance conduct during an election, he said. |
