A probe by the Presidential Investigation Unit has allegedly revealed a massive fraud behind the shifting of the Ministry of Rehabilitation, Re-settlement and Refugees Affairs from its present location in the World Trade Centre, Fort, to another private building at a monthly rental of Rs.1.5 million. Investigations have revealed that this deal effected on Minister Jayalath Jayawardena's instructions after the dissolution of Parliament involves an irregular tender of a three year lease costing Rs. 64.8 million and has been opened without Cabinet approval and in the presence of only two persons. The tender has been opened in the absence of the Chief Accountant whose presence at the opening was mandatory. According to tender documents, the tenderer was a private individual while the prepared Lease Agreement had named a Company as the tenderer. In pursuance of this tender, an unauthorised payment of Rs.3.5 million for separating apartments was about to be made when the Presidential Investigation Unit intervened and stopped further proceedings by taking the documents into custody. Meanwhile, it has also been reported that after the dissolution of Parliament, 14 vehicles belonging to the Ministry have been released to the Minister's relations under the names of Ministry Coordinating Officers. |
