by Nadira Gunatilleke Victims of the recent flood devastation, who lost their homes and other possession, are speedily receiving new rebuilt houses. A total of 88 houses will be handed today to the affected families in Millaniya, Kalutara, one of the worst districts to be hit by the floods. This was the second lot of re-built homes to be distributed replacing the houses swept away in the May floods, the worst to hit the country in half a century. The houses were built at a cost of Rs. 8.8 million. These families lost their houses and all other belongings in the floods that wrecked havoc in several parts of the country. Social Welfare Ministry Secretary Vijayalakshmi Jegarasasingam told the Daily News two flood victim families were handed over completed houses in Matara. A further 50 houses in the same district is nearing completion. She said the houses built with World Bank funds, are at Kuragoda, Galpatha in the Millaniya Divisional Secretariat Division in the Kalutara district. The houses will be handed over to the families at a ceremony to be held in the presence of Power and Energy Minister Karu Jayasuriya and Social Welfare Minister Ravindra Samaraweera. According to Jegarasasingam, the National Disaster Management Committee started re-building the houses affected by the floods and landslides. The rehabilitation programme which consists of several projects, commenced with 15 initial rehabilitation projects in flood affected districts. Rapid damage assessment have already been done in all sectors and a proposal inviting international support for rehabilitation and reconstruction efforts was submitted on June 4 in Colombo and on June 11 in Geneva. Detailed damage assessment is being carried out in all sectors. The total rehabilitation cost is Rs. 2,780,670,700. According to the Plan of Action in the 100 day programme for housing, all destroyed houses were to be re-constructed by October 15, 2003. Identification of affected families and lands were carried out by District Secretaries while the National Building Research Organisation did recommended it. About 8,098 houses were fully damaged in the floods while 23,852 houses were partially damaged. The re-construction work commenced in three stages. |
