Unions satisfied with inclusion of representatives on committee By Channa Kasturisinghe The joint trade union front of the three revenue departments yesterday expressed satisfaction over the Government's decision to include its representatives to a committee to review alternative proposals and amend the proposed Revenue Authority. The Convenor of the joint front Vipula Minuwanpitiya told the Daily News that the Government's decision would ensure the removal of all the clauses in the proposed Act which are detrimental to the employees well-being and a threat to the national economy. The trade unions yesterday met Deputy Finance Minister Bandula Gunawardana, Treasury Secretary Charitha Ratwatte, Additional Secretary R.M.K Ratnayake and the heads of the Inland Revenue Department, Customs and the Excise Department to discuss the proposal to set up a Revenue Authority. "We vehemently opposed certain clauses in the draft Revenue Authority bill. We mainly opposed the composition of the Governing Board of the proposed Authority, the qualifications required to become its members and the appointment of a Chief Executive Officer. We had proposed at earlier meetings that the Board of Management should include the heads of the three departments and two members appointed by the Finance Minister with experience in finance, taxation, accounting, public administration, law or any other relevant field, and should not appoint anybody for the post who has vested interests in this field," Minuwanpitiya said. He said the Minister and the officials told the Unions that the draft proposal had not been approved by the Cabinet and it would only happen after discussing the alternative proposals in the new committee and making necessary amendments. "They agreed to form a committee headed by Minister Bandula Gunawardana, senior Treasury officials and ten members of the trade unions to discuss amendments to the draft Bill," Minuwanpitiya said. The joint union front had earlier proposed to the Government to set up a Revenue Service in place of the proposed Revenue Authority. "We hope that the Government would form this committee within the next couple of weeks and ensure amendments to the proposed Bill otherwise we will have to seek stringent trade union actions" Minuwanpitiya said. |
