by Nadira Gunatilleke The National Child Protection Authority (NCPA) has launched a special awareness raising campaign countrywide to educate the general public, especially school teachers and parents on proper implementation of the prohibition of corporal punishment over children. Last year 11 incidents of corporal punishment were reported to the NCPA while there were nine such incidents in 2000. But this is an iota of the actual number, NCPA sources said. The sources said that according to the section 308 A (1) of the Penal Code (Amendment) Act, No.22 of 1995 whoever, having the custody, charge or care of any person under eighteen years of age, wilfully assaults, ill-treats, neglects, or abandons such person or causes or procures such person to be assaulted, ill treated, neglected, or abandoned in a manner likely to cause him suffering or injury to health (including injury to or loss of sight or hearing or limb or organ of the body or any mental derangement), commits the offence of cruelty to children. According to the same, whoever commits the offence of cruelty to children shall on conviction be punished with imprisonment of either description for a term of not less than two years and not exceeding ten years and may also be punished with fine and be ordered to pay compensation of an amount determined by court. |
