Seminar on 17th Amendment and Public Service

A national level seminar discuss the views of leading trade unionists about the 17th Amendment to the Constitution was held recently at the Hector Kobbekaduwa Agrarian and Research Training Institute, Colombo.

Leaders of about 18 government trade unions including the Public Service Trade Union Federation, Government Labour Union Federation, Public Service United Nurses' Union and the Confederation of Public Service Independent Trade Unions participated in this seminar to share their opinions on the amendments and agreed unanimously to take steps to make the Public Service independent.

One of the important decisions taken at the end of the seminar was empowering the Public Service Commission to cover the National Public Service, Provincial Public Service, corporations, boards and statutory bodies. Accordingly, it was agreed that the Commission should be broad-based to handle all appointments, transfers, promotions, and disciplinary control of all public servants. Among other issues which the unionists agreed upon were that appointments of Secretaries of Ministries and Heads of departments should be recommended on a basis that could be questioned by a court of law and that the administrative appeals tribunal should be appointed by the President on the recommendation of the Constitution Council.
