Cabinet decisions

On proposals made by the Ministers in-charge of the relevant subjects, the Cabinet of Ministers, at its meeting held on Thursday, 15th November 2001 decided to grant approval for the following:

1. Bring back into force with immediate effect, the freight rebate for exports by air to Japan, Male, Europe and Middle East, which was in operation from September 1998 to December 2000.

2. Grant benefits such as pensions, health insurance, accident insurance, housing loans and children's scholarships for employees in the Co-operative sector, within its resources.

3. Procurement of a Grab Hopper Dredger for the Sri Lanka Port Authority for a sum of Rs. 335 million.

4. Absorb 515 Instructors presently working on contract basis to the permanent cadre of the Vocational Training Authority of Sri Lanka.

5. Obtain confessional credit and purchase equipment to upgrade Operating Theatres and Intensive Care Units of the Health Ministry calling for limited tenders from Finland.

6. Create additional cadre needed for the hospitals selected to be upgraded under the Presidential Task Force recommendations.

7. Obtain an All-purpose X-ray system for the Peradeniya Teaching Hospital at a cost of Rs. 35.9 million.

8. Procure the additional equipment required for the augmentation of the Frequency Management and Monitoring System of the Telecommunications Regulatory Commission of Sri Lanka, after negotiating the price by a Committee of Officials.

11. Implement the programme developed by the Ministry of Education and Higher Education for providing uniform material to schoolchildren in Year 2002.

12. Allocate a sum of Rs. 404 million for the payment of arrears to University academic and administrative staff in the Budget for Year 2002.

13. Appoint 750 graduates per year from recognized Universities with the necessary qualifications to teach foreign languages.

14. Construct five (05) buildings for the University of Moratuwa at a total cost of Rs. 163 million.

15. Enter into a loan agreement with the Japanese Bank for International Cooperation (JBIC) in a sum of Japanese Yen 5,959 million and re-lend this amount to the Ceylon Electricity Board (CEB) for financing the Colombo City Electricity Distribution Development Project.

16. Enter into a loan agreement with the JBIC in a sum of Japanese Yen 6,906 million to finance the Lunawa Environment Improvement and Community Development Project by the Sri Lanka Reclamation and Development Corporation, in collaboration with the Municipal Councils of Dehiwala-Mt. Lavinia and Moratuwa.

17. Confirm the acting Registrars of Births, Marriages and Deaths in their posts, subject to their possessing the necessary qualifications and a satisfactory record of service in the acting posts.

18. Convert the temporary posts in the Peace Animators' Service into permanent positions and grant permanency to 67 Peace Animators and 56 Peace Animator Assistants presently in service.

19. Establish a Translators Training Project in the Department of Official Languages with the necessary resource persons and other facilities.

20. Hand-over the construction of the Out-patient Department at the Cancer Institute, Maharagama and the improvements to the Maternity Ward at General Hospital, Kalutara at total costs of Rs. 210 million and Rs. 40 million respectively, to the CECB on turn-key basis for the expeditious completion of this work.

21. Payment of Annual Bonus to Employees of Public Corporations and Full Owned Government Companies (FOGCs) for the year 2001 - on the same basis as approved for last year.

22. Implement the agreement between the Ministry in-charge of the subject of Food and importers of powdered milk to provide relief to powdered milk consumers.

23. Draft suitable amendments to the Employees Provident Fund Act to enable the employees of Public Companies which have more than 50% of shareholdings by the Government to withdraw their E.P.F. benefits in the event of retrenchment.

24. Note that the President, acting under Article 160 (3) of the Constitution will authorize expenditure for the first three months of 2002, to provide for Recurrent Expenditure and Expenditure for the on-going Capital projects pending the passage of the year 2002 Budget in Parliament later in the year.

25. Construction of a Dedicated Economic Centre at Embilipitiya at a cost of Rs. 50 million by the Central Engineering Consultancy Bureau (CECB).

26. Absorption of all qualified teachers who have so far not been absorbed into the Teacher's Service, with Immediate effect.

27. Pay compensation to 352 workers in the Private Sector who participated in the July 1980 strike.

28. Appoint a Cabinet Sub-Committee to consider the proposed Minute for Assistant and Registered Medical Practitioners, in the Department of Health Services.

29. Increase the monthly payments to Samurdhi beneficiaries from the range Rs. 250 to Rs. 1,000 to an enhanced range of Rs. 500 to Rs. 1,200.

30. Introduce new legislation on Immigration, replacing the present legislation as proposed by an Officials' Committee.
