Supplying locally produced maize for Thriposha programme
Cabinet. Approved Health Minister Maithripala Sirisena's proposal to
implement the Action Plan jointly formulated by the Ministries of
Finance and Planning; Economic Development; Health; Industry and
Commerce; Agriculture and Sri Lanka Thriposha Limited, to enhance the
production capacity of the Thriposha Institute and increase the domestic
production of the basic raw material such as soya beans and maize, so
that the quantity of Thriposha given to target groups can be doubled and
excess quantities could be supplied to the export market.
Urban development in Colombo and adjoining areas
The government launched a development programme for under-served
settlements in Colombo and adjoining areas. Cabinet approval was given
to award the construction of 266 housing units at Pradeepa Mawatha Land
in Maligawatta, subject to stipulated conditions. This proposal was made
by President Mahinda Rajapaksa in his capacity as Defence and Urban
Development Minister.
Rehabilitation of national highways with concrete surfacing through
domestic contractors
Cabinet approval was given to award the contract for the
rehabilitation and improvement of the Meepe Ingiriya Road (B285) from 0
to 18.13 km under the above programme for a contract price of Rs
1,802,743,317.73 with domestic funds obtained as a loan from the Hatton
National Bank.
The proposal was made by President Mahinda Rajapaksa in his capacity
as the Ports and Highways Minister.
Consultancy services for carrying out feasibility studies,
environmental impact assessment and preparation of documents for Phase 1
of the proposed Northern Expressway
Phase 1 of the proposed Northern Expressway is to be constructed
under three stages. Stage 1 of the project from Enderamulla to Meerigama,
a length of 42.5 km, will be constructed initially with four lanes.
Cabinet approval was given to award the contract for the consultancy
services to carry out feasibility studies etc. for the contract price of
Australian $ 3,998,671 plus Rs 414,233,734.
The proposal was made by President Mahinda Rajapaksa in his capacity
as the Ports and Highways Minister.
Asian Development Bank funded national highways sector project
The government received a loan of US $ 85 million from the Asian
Development Bank for financing a portion of the highway upgrading
component of the National Highways sector project.
Cabinet approval was given to award rehabilitation and improvements
to the road section from Aluthgama to Southern Expressway (B-157 West),
from 42.60 km to 53.67 km contract to the lowest evaluated responsive
bidder at a contract of Rs. 1,689,058,167.50.
This proposal was made by President Mahinda Rajapaksa in his capacity
as the Ports and Highways Minister.
Asian Development Bank funded National Highways Sector Project
Approval for variation to the Contract for Consultancy Services for
Construction Supervision of Civil Works Contracts. The following roads
have been included for rehabilitation under the above project: Puttalam
- Anuradhapura Road, Udatenna - Mahiyangana Road, Nuwara Eliya - Badulla
Road and Habarana - Kantale Road Cabinet approval was given to issue a
variation order for consultancy services to extend the period of
consultancy services contract from 2012.02.01 to 2015.01.31, and to
revise the contract price of the said services to US $ 4,604,526.46 and
Rs 860,151,997.09.
The proposal was made by President Mahinda Rajapaksa in his capacity
as the Ports and Highways Minister.
Greater Colombo Urban Transport Development Project - Outer Circular
Highway Project
The Outer Circular Highway starts from Kottawa and traverses through
Kaduwela, Kadawatha and up at Kerawelapitiya. It connects Colombo-Katunayaka
Expressway at Kerawelapitiya, and Souther Expressway at Kottawa and the
total length of the Outer Circular Highway is 29.1 km. Cabinet approval
was given for the extension of consultancy services for the design
review and construction supervision for the southern section and
northern section 1 of the ongoing contract upto 30.04.2015 and to revise
the total cost of the contract to Japanese Yen 1,234,904,851.00 and Rs.
1,155,771,508.00. . This proposal was made by President Mahinda
Rajapaksa in his capacity as the Ports and Highways Minister.
Tender for supply of 430,000,000 Metformin tables BP 500mg
Cabinet approval was given to award the above tender to the lowest
responsive bidder at US$ 1,470,600.00 (Rs 192,598,118.00). This proposal
was made by Health Minister Maithripala Sirisena.
Tender for supply of 330,000 vials of Meropenem Injection IG
Cabinet approval was given to award the above tender to the lowest
responsive bidder as follows: 10 percent of the quantity at a total cost
of US$ 98,505.00 (Rs 12,962,135.01) in the first instance, and the
balance 90 percent of the quantity thereafter, at total cost of US$
886,545.00 (Rs 116,659,215.09).

Construction of Stage - 1 of seven storied building for the Faculty
of Graduates Studies, University of Colombo
Cabinet approval was given to award construction of Stage 1 of the
above building for a total cost of Rs 125,427,539.73 as recommended by
the Standing Cabinet Appointed Procurement Committee. This proposal was
made by Higher Education Minister S B Dissanayaka.
Construction of proposed Male and Female Hostels with 400 beds each
for Jaffna University
The Jaffna University currently offers a number of Undergraduate and
Postgraduate Courses for about 6,000 students. There are more than 1,300
outstation students in the University. Cabinet approval was given to
construct hostels for 400 males and 400 females at a total cost of Rs
654.4 million, phasing it out over five years commending from 2013 and
subject to stipulated conditions. This proposal was made by Higher
Education Minister S B Dissanayaka.
Construction of proposed buildings for the Faculty of Engineering at
Ariviyal Nagar, Killinochchi, University of Jaffna
Cabinet approval was given for the construction of the above
buildings adjoining the faculty of Agriculture, initially with the
undermentioned Departments at a total Rs 2,437 million and to implement
this project phasing out over a period of five years commencing from
2013 and subject to stipulated conditions. Department of Civil
Engineering, Department of Electrical and Electronic Engineering,
Department of Computer Engineering and Department of Inter-disciplinary
Studies. The proposal was made by Higher Education Minister S B
Dissanayaka.
Air conveyance of mails from Colombo to foreign destinations
Cabinet approval was given to award the contract for the conveying of
mails from Colombo to 99 foreign destinations as recommended by the
Cabinet Appointed Procurement Committee (CAPC). This proposal was made
by Postal Services Minister Jeevan Kumaratunge.
Bilateral Agreement on Economic, Educational, Scientific, and
Technological Co-operation with the government of the Islamic Republic
of Afghanistan
Cabinet approval was given to sign and ratify the above agreement
between Sri Lanka and Afghanistan and to take necessary steps for its
implementation. This proposal was made by External Affairs Minister Prof
G L Peiris.
Removal of the necessity of the extension of service of the
employees of the Public Enterprises beyond 57 years
The government has granted an opportunity for Public Officers to
serve in Public Institutions up to the compulsory retirement age of 60
years, without making requests for extension of service beyond 57 years.
Accordingly, Cabinet approval was given to permit employees in public
enterprises as well, to serve up to the compulsory retirement age of 60
years. This proposal was made by President Mahinda Rajapaksa in his
capacity as the Finance and Planning Minister.
