'Red tape hampers development'

Bureaucracy and out-dated procedures are major barriers for development, Irrigation and Water Management Minister Nimal Siripala de Silva said.

The minister was addressing an appointment letter presentation ceremony at the Irrigation Department, Colombo recently.

Fifty five trainee engineers received appointment letters.

Minister de Silva said outdated regulations should be changed with time and needs.

The ministry has drawn plans to recruit 200 assistant engineers in May. These officers should work where their service is needed, the minister said.

The Irrigation Department is 112 years old. The department covers 14 irrigation zones. The Irrigation Department provides water to 70 percent of farmers. Many irrigation projects are implemented under the Irrigation Department utilizing local irrigation technology, he said. The lack of trained engineers is the main problem of the department, the minister said.
