e-Sri Lanka project
Approved the implementation of the stage 2 of the e-Sri Lanka
project. E-Sri Lanka Project is a multifaceted project for the promotion
of the use of information and communication technology the public and
private sectors and in civil society in Sri Lanka. Re-Engineering
Government is the key component of the e-Sri Lanka project under which
government establishments are linked in a Wide Area Computer Network.
Pursuant to the successful implementation of Stage One, 150
additional government organizations in the Kurunegala, Puttalam,
Anuradhapura, Polonnaruwa and Ampara districts will be added to project.
Korea Exim Bank has provided a loan of US$ 6.653 million for
implementation of Stage II.
The project’s objective is to have a paperless government. When Stage
1 was introduced in 2004 computer literary was less than three percent
and now it has increased to 35 percent.
Polonnaruwa Base Hospital
To convert the Polonnaruwa base hospital as a national hospital, by
vesting it in the central government and provide better facilities. The
North Central Province provincial administration has given consent to
vest this hospital in the central government.
Triposha program
To implement the Triposha program under a fully owned government
organization. The program is being implemented by a private sector
company, in which the Tobacco Company is the main partner. Under
approval given, a fully owned government company will be established to
implement the Triposha program.
Prescription ordinance
Amend the Prescription Ordinance under which a person who has
undisturbed, uninterrupted possession of a property for 10 years is
entitled to a decree in his favour in respect of the property. Taking
into consideration the problems in the North and East for several
decades and the inability of persons to claim the rightful ownership of
their, proper steps will be taken to revise this ordinance suitably.
Committee
Appoint a committee comprising Secretary to the Prime Minister,
Secretary to the Cabinet, Assistant Secretary to the Treasury, and
Secretaries of the Ministries of Power and Energy, Irrigation and Water
Supply, Drainage and Water Resources Management, and Ports and Aviation
to look into investment proposals being submitted for projects by
potential investors and take expeditious decisions on approving such
proposals.
Conditions
Discount the list of actions submitted by the EU for granting the GSP+
Concessions. The Minister pointed these conditions are not labour
related and infringe on the sovereignty of the country and the
constitution and an insult to each and every citizen of this country.
