NHDA signs up with ASPIC Residencies

The first ever Public Private Partnership (PPP) Programme of National Housing Development Authority is to commence at Pallekele, Kandy. An agreement was signed with ASPIC Residencies to construct 25 housing units worth Rs. 200 million at the NHDA Head Office, in Colombo recently.

Agreement: Chairman of NHDA Mohamed Rafeek and Directress, ASPIC Residencies Preethi Wickramasinghe exchanging the copies of the agreement. Picture by Susantha de Silva.

Director ASPIC Residencies Preethi Wickramasinghe said these houses will be constructed in an one acre and thirty three perch land and each unit gets a 6.5 perch land area. The three bed room house of 1500 sq ft each provides a roof top garden and a garage which will cost nearly Rs seven million per unit.

The project is scheduled to be completed within ten months and clearing of the site is already taking place she said. Loan facilities through HDFC bank jointly with NSB and NHA will be provided and customers can pay only Rs. 1000,000 and reserve a housing unit. A model house will be ready by one and a half months, she said.

This PPP programme is to be implemented with the financial and technical assistance of the national and international investors to bring together the experience and resources of the public and private sector to provide services to the public at the best value of the money according to Chairman NHDA Mohamed Rafeek.

He said this project will be implemented on a land owned by NHDA and the developers will provide their finance and technical inputs. Planning and implementation will be done by the developers in consultation with the NHDA.

Houses will be marketed to needy people on affordable rates by the NHDA, he said. Plans are under way to start another nine housing projects under this concept in different parts of the country using national and international investors in a large scale.
