Paris declaration to ensure enhanced aid effectiveness
Several ministers of developed and developing countries and heads of
international development bodies who met in Paris on March 2, resolved
to take far-reaching and monitorable actions to reform the ways they
deliver and manage aid.
Their timely declaration on effective use of aid has
come at a period when there is growing concern among Sri Lankans as a
colossal sum of aid has been pledged for post -tsunami reconstruction.
Minister of Finance & Planning Sarath Amunugama who
represented Sri Lanka in this very important Forum of Enhanced Aid
Effectiveness had the opportunity to make a presentation on post-tsunami
activities being carried out by the Government.
All the ministers and the other representatives had
agreed at the forum that while the volumes of aid and other development
resources must increase to achieve these goals, aid effectiveness must
increase significantly as well to support partner country efforts to
strengthen governance and improve development performance.
High powered delegations representing 120 donor and aid
receiving countries, participated in this High Level Forum.
The participants at the Paris High-Level Forum issued
the "Paris Declaration," in which they will commit their institutions
and countries to continuing and increasing efforts in harmonisation,
alignment, and managing for results, and set out a set of monitorable
actions and indicators to accelerate progress in these areas.
Another principal document coming out of Paris is the
"Report on Aid Effectiveness: Review of Progress, Challenges, and
Opportunities."
The Forum was held in the Ministry of Economy, Finance
and Industry of France under the directive of the French Government and
relevant French Ministers were also participated in the event. |
