38,000 skilled labourers required for post tsunami reconstruction : 

CCI to provide construction skills

The Chamber of Construction Industry (CCI) will undertake development of micro enterprises and SMEs to provide construction skills in order to ensure availability of skilled personnel in the construction industry.

CEO Chamber of Construction Industry (CCI) Dakshitha Talgodapitiya said that the domestic construction industry is facing a severe shortage of skilled labour to undertake construction activities related to tsunami affected areas.

A recent evaluation done by a Council Member ,Professor Chitra Weddikkara the industry requires 38000 skilled labourers and 53000 unskilled labourers for the tsunami related building projects which exclude roads and, bridges.

The skilled labourers include 12,800 masons, 1,800 carpenters and 20,000 bar benders,2,300 tilers and 2,400 painters he said.

Talgodapitiya said that although there are a large number of State Agencies including Ministry of Skills Development and private sector training institutes who have undertaken training of skilled personnel the domestic construction industry has not been able to attract school leavers in adequate numbers He pointed out this as the root cause for the poor success rate of the training.

The image of the construction craftsman needs to be enhanced by way of a change of designation and overall social status which could not be achieved in short term.

However, the development of enterprises providing skills to the industry would ultimately result in construction craftman becoming practitioners of a profession with accreditation, he said.

The construction works connected to rehabilitation and Reconstruction of the tsunami affected areas could be an ideal platform to ensure that those who are affected are involved in assessing their needs, designing their own home grown recovery programs with the affected communities becoming direct beneficiaries of the vast amount of monies that are pumped into the economy as well according to Talgodapitiya.

He believed that the development of SMEs to provide construction skills will result in finding a sizable solution to the problem of skill shortage in the Domestic Construction Industry and in the long term ,creation of a new breed of constructors.
