The authorities should prepare a National Disaster Plan which can be useful in the event of any kind of disaster that can take place in the future, says G. A. Hidelaratchi, former President of Organisation of Professional Associations and Institute of Supply and Material Management in a news release. Excerpts from the release: "The main objectives of the plan would be: Planning, prevention and warning; Immediate action for evacuation in case of a disaster; Immediate relief assistance to those who are injured , displaced and need assistance; Assessment of the damages; Rehabilitation and the follow up. Many shortcomings and imbalances were noted in the relief assistance distribution and help to those who were displaced. It is necessary to carefully plan out the relief distribution function avoiding overlapping and counter productive measures. It would be the duty of each district to assess the requirements and find out the needs of the people in advance, organise transport services by ear marking various transport agents and other organizations so that in the event of any calamity they could get into action immediately. It is also necessary to establish a National Disaster Fund which should be the responsibility of citizens of the country. If the Government establish the fund, they can request all rate payers to provide an additional Rs. 1000/= per annum towards this fund. It could be then possible to divert monetary requirements of each district to purchase relief necessary while rehabilitation work can take place thereafter. The National Disaster Authority should function free of politics, caste, creed, race and religion and serve all citizens of the country alike." |
