President to receive rebuilding plan today

An overall plan for rebuilding all sectors devastated by the tsunami disaster will be presented to President Chandrika Bandaranaike Kumaratunga today, January 13 for her recommendations and observations.

The plan which was studied by the Presidential Task Force on rebuilding the nation and the Department of National Planning of the General Treasury has been drawn up on the basis of plans submitted to the Presidential Task Force by the relevant line ministries, said the Presidential Media Unit in a news release issued yesterday.

Once the President makes her recommendations and observations the final plan for rebuilding the nation will be drawn up for submission to the National Committee on Disaster Management comprising representatives of all political parties which meets on January 17.

The release said the Presidential Task Force is now holding discussions with International Donor Institutions and other relevant parties regarding the implementation of the projects envisaged in this rebuilding plan implementation of all projects agreed upon by the National Committee will begin by the end of this month.

The Task Force has already received large scale aid grants from various local and foreign organisations and these are now in the process of being directed to the relevant fields.

The Task Force which regretted the disruption of co-ordination activities during the last two days due to telecommunication difficulties requests relevant parties to contact the following telephone numbers to obtain details and information relating to the Task Force 2426100 (General), 077 3171852 - Senali, 077 3171853 - Nilushi or fax 2395095.

Meanwhile, a comprehensive action plan to rebuild the nation which encompasses proposals of the civil society and chambers and associations of professionals and business sectors will be unveiled by the end of this month.

Senior Advisor to the President and Director of the Task Force for Rehabilitation and Reconstruction Mano Tittawella addressing a meeting organised by the Centre for National Operations (CNO) said this detailed action plan which would be implemented from early February would also match the requirements of the donor countries and agencies as far as the post-tsunami rebuilding process is concerned.

He said the Task Force to Rebuild the Nation will commence preparing the plan from next week with the assistance of the National Planning Department of the Treasury and start discussions with the civil society and the private sector representatives to get their maximum contribution.

"This medium and long term action plan will focus on improving infrastructure in the affected areas and its aim is not just to replace the infrastructure destroyed by tsunami," Tittawella said.

He said that there is a serious attempt on the part of the Government to work together with the LTTE in relief and rehabilitation activities in the North and East.

Senior Advisor to the President and Director of the CNO, Dr. Tara de Mel said that according to the report compiled with the help of Government Agents in the affected areas 80 per cent of the roads have been repaired in the south and 60 per cent in North East.

"A total of 59 schools were fully destroyed. The UNICEF undertook to clear the debris of the damaged schools. The 259 schools used as refugee camps have been cleared. The private sector organisations have been briefed on the need for reconstruction of schools and donors have been identified to rehabilitate 110 partially damaged schools," she said.

Dr. de Mel said that initial assessment of needs and resources in the health sector has been started.

Director of Task Force for Law, Order and Logistics, Tilak Ranaviraja said that serious incidents of violation of law including looting have not been reported during the past few days as strict action has been taken to prevent such incidents.
