UNP has no right to protest nine hour shift proposal - LGSU President

Lanka General Services Union (LGSU) President Jayaratne Maliyagoda in a letter to Finance and Planning Minister Dr. Sarath Amunugama, has stated that the UNP did not have any right to protest against the proposal for 9 hour working day, when they had extended the working hours per day by one hour (making 9) under section 04 of the 'Fuel consumption and five-day week 'Act Number 11 of 1978.

The union has stated in their letter dated November 23, 2004, addressed to the Finance Minister that, among good budget proposals, inclusion of the proposal to extend the working hours per day of the week by one hour making nine hours was not opportune and the expectations from that proposal, namely to improve productivity would be merely a mirage, and they vehemently protest against the proposal.

"There is another important matter to be conveyed to you. We are of the view that some leaders of the UNP who are shouting from the roof tops against your proposal to extend the working hours by one hour per day for the public sector, should be called upon to recall their memory to something they have now forgotten. It is none other than the Act No. 11 of 1978 titled fuel consumption and five day week under section 04 of that Act the working hours per day has been extended by one our treating the week as five days from Monday to Friday.

This has been declared in lieu of Saturday which was made a holiday. The letter adds that "what our union attempts to show you is, that a more efficient and productive service could be expected from public servants to the people by introducing a system of determining the task of work each of them should be asked to accomplish within the five day period of work.

"The out dated 'quantum' of work distributed among public servants in government offices should be replaced with a system of distribution of work in keeping with the social requirements of the contemporary era through which, we believe, that the productivity in the public sector could be brought to a higher level the Union said.

'We regret to note our displeasure over the failure on your part as the Finance Minister to make suitable proposal for any system in the budget for the protection of our invaluable foreign assets in view of the high cost of fuel', Maliyagoda said.
