Peiris, National List UNP MP told a media conference in Colombo that both he and LTTE Theoretician Anton Balasingham were the signatories to the Federal System of Government, the highlight of the second document prepared by the Norwegian Government, Rupavahini quoted him last night. Prof. Peiris responding to a question by a journalist at the media conference, disclosed that there was a document called the "Oslo Declaration" although it was rejected by Anton Balasingham. Prof. Peiris said there was no indication about a Federal Constitution in the Oslo declaration. He said two meetings were held in Oslo, one during the latter part of November 2002 and the other was conducted in Oslo during the first week of December 2002. Prof. Peiris said the Oslo declaration was presented during the first round of talks. A Federal System of Government was highlight in a second document prepared by the Norwegian Government. He added it was singed by Anton Balasingham on behalf of the LTTE and he himself on behalf of the then Government. |
