Devolution of powers at National Hospital

The Healthcare and Nutrition Ministry will delegate internal powers of the Colombo National Hospital (CNH) to ensure greater efficiency and deliver a more productive health service to the patient.

The Ministry last week issued a circular to this effect.

Accordingly, powers will be delegated to three Deputy Directors.

"This will help strengthen supervision. It will in no way reduce the director's powers," Ministry Additional Secretary Dr. Nihal Jayathilake told the Daily News. Three Deputy Directors have been given the authority over the Dental Institute, Accident Service and Cardiology Unit.

"They are responsible and accountable for their respective units according to the level of authority delegated to them and are required to develop monitoring systems for these units," Dr. Jayathilake added.

He said despite these measures, the (CNH) Director is responsible for the whole hospital and his powers remain intact.

"The new measures were taken to improve efficiency as the CNH is a large hospital."

CNH has to treat an increasing number of patients at the OPD.

"Around 2,000 patients are treated at the OPD while 800 are admitted," a Ministry spokesman said.

It has also been proposed to set up satellite health centres attached to the CNH from next year to reduce congestion at the main OPD of the CNH.

This follows a discussion between Healthcare and Nutrition Minister Nimal Siripala de Silva and the administrative committee of the CNH and its staff.

Minister de Silva instructed officials to implement a special program from next year to improve CNH administration while upgrading existing facilities. Accordingly, those seeking OPD treatment will have to go to satellite health centres and will be referred to special units of the CNH.

These satellite centres are to be set up at Nugegoda and Maligawatta and expanded thereafter.

These centres will be equipped with x-ray and ECG machines along with a ward.
