Processing air-freight import cusdec goes online

The BOI inaugurated the online submission and processing of airfreight import customs declaration (cusdec) at the new documentation centre at the Air Cargo Village Katunayake yesterday.

Executive Director, Investor Services BOI R.M. Karunaratne delivering the welcome address said that the day is significant to BOI because it was possible to gain the lost confidence of the people due to the delays caused in implementing this project. A series of seminars on this process would be the next step to educate customers and the people involved in this field, he said. A new office was opened at Katunayake to operate the new system.

Under this system the documents will be processed electronically and finalised before the arrival of the shipment at the airport. The import clearance process involves clearance of cargo from the moment the cargo arrives at the Port and removing them by importers to their respective factory locations. The electronic documents will be approved by the relevant customs and BOI officials. The approvals for these imports will also be transmitted electronically back to the importer.

Thus the importer has the facility to obtain original hard copies of these approvals and take them straight to the respective clearance points. Once the entry is finalised the Custom House Agents can directly contact Katunayake with copies of electronically processed papers. They do not have to come to Colombo to get the papers processed as earlier thereby saving a lot of time. When the flight arrives at Katunayake the customer can produce his documents and tally with the goods.

BOI Chairman BOI Saliya Wickramasuriya said that the new system will be expanded to the export section and finally to sea cargo as well. He hoped that the new system would attract foreign investors.

Director Customs H.D.K Fernando said that the proposed Project Secretariat has been addressed by the Minister of Trade and Commerce to expedite the work methodically. He said that the task force teams play an important role in co-ordinating with the relevant statutory bodies.
