The Minister said all the local bodies in the country should adopt such programmes and should be well prepared to face natural disasters. Town planners and policy makers too should be sensitive to these areas. In addition, Disaster Relief Funds should be set up so that immediate assistance could be provided for people affected by natural disasters. As Environment and Transport Minister in the year 2001, Minister Gunawardena mooted this concept at the SACEP Governing Council meeting held in Colombo two years ago. The Minister also added that unlike in the olden days where such natural phenomena were not so frequent, presently the country experiences droughts and floods every year. Some of these disasters are results of man's actions against nature and unplanned development programmes. Minister Gunawardene said that he has advised officials of the Land Reclamation and Development Board to be vigilant about low lying areas in Colombo getting flooded in view of the large extents of land filling that has been done recently. |
