4R Transition program launched

The Sri Lankan Government and four United Nations agencies ILO, UNDP, UNHCR and UNICE in Sri Lanka yesterday launched a joint "4R Transition Program".

During the last year, the International Labour Organisation (ILO), the United Nations Development Programme (UNDP), the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Children's Fund (UNICEF) were involved in formulating a joint program in close cooperation with the Sri Lanka Government and the Danish Ministry of Foreign Affairs based on the 4R concept of Repatriation, Reintegration, Rehabilitation and Reconstruction.

With funding of approximately $five million from the Danish Government for the 4R Program in Sri Lanka the concept developed by various UN Agencies globally to ensure a smooth transition in post-conflict countries moved from emergency assistance work towards key long-term development goals.

"The 4R program in Sri Lanka has been designed to make the transition from relief to development activities in former conflict-affected communities in the North East of Sri Lanka as smooth as possible," said Toni Michelsen, Minister Counsellor of the Danish Development Cooperation's Office in Colombo. The Danish Development Co-operation is part of the Royal Danish Ministry of Foreign Affairs.

"The program requires close cooperation between the four UN agencies and the Government of Sri Lanka both when key humanitarian programs are being developed, as well as when they are implemented."

Under the program the four UN agencies will work closely together in three geographical locations in Sri Lanka viz: Batticaloa, Kilinochchi and Mannar.

The program aims to bring together a full range of humanitarian, transition and development activities in a more structured manner to address the needs of conflict-affected communities.

The program will support the country's efforts to address in a comprehensive and sustainable manner the needs of returnees and other conflict-affected communities. The areas identified for intervention are Protection, Income-Generation, Community Infrastructure, Health/Water/Sanitation, Education and Local Governance Capacity-Building.

The project duration is 24 months.
