OPA annual sessions

The Organisation of Professional Associations (OPA) will hold its 17th annual sessions on August 13 and 14 at the BMICH. The inaugural ceremony of the sessions will be on Friday, August 13 with Jayantha Dhanapala, the former Untied Nations Under Secretary on Disarmament and Secretary of Sri Lanka Peace Secretariat, as chief guests.

M.D.D. Peiris, former Secretary, Ministry of Eduction and Higher Eduction and Bogoda Premaratne, former Commissioner General Examination will be the guest of honour. Mr. Peiris will deliver the keynote address.

The theme of the session is 'The Nation, Civil Society and Responsive Governance". The Technical Sessions will be held on August 14 at 8.45 a.m. at the BMICH.

The technical sessions will take the form of presentations and discussions on three sub themes. "Historical Perspective of Governance in Sri Lanka and Present Status," "Causes that lead the nation to the present status" and "Strategies for Responsive Governance.

"Strategies for Responsive Governance" has five ramifications "Role and Responsibility of the Legislature", Role and Responsibility of the Judiciary", Role and Responsibility of the State Sector", "Role and Responsibility of the Private Sector and Role and Responsibility of the Civil Society.

Prof. J.B. Dissanayake will speak on "Historical Perspective of Governance in Sri Lanka and Present Status" followed by Prof. A.D.V. De S. Indraratne who will speak on the "Causes that lead the nation to the present status".

Time has been allocated for discussion at the end of each presentation. Nihal Seneviratne, former Secretary General Parliament will speak on "Role and Responsibility of the Legislature". Justice C.V. Vigneswaran, Judge of the Supreme Court on "Role and Responsibility of the Judiciary", Dr. Lloyd Fernando, former Director General Planning, Ministry of Finance on "Role and Responsibility of the State Sector", C.P. De Silva, former Chairman, John Keells and former Chairman Chamber of Commerce on "Role and Responsibility of the Private Sector" and Susil Siriwardane, former Commissioner, National Housing Development Authority on "Role and Responsibility of the Civil Society", Jeremy Carter will present "Case Studies of Successful Global Role Models", Carter is the Resident Representative of the IMF.

A one-hour panel discussion will follow the six presentations on "Strategies for Responsive Governance". The summing up and recommendation will be by Nivard Cabraal, former President of the Institute of Chartered Accountants of Sri Lanka. The Moderator of the Sessions will be Ranel T. Wijesinha, former President of the Institute of Chartered Accountants of Sri Lanka. The Session Chairman will be Dr. Locana Gunaratne, Eng. Lucky Taldena will deliver the vote of thanks.

Parakrama Karunaratne, President of the OPA will deliver the welcome address at the inaugural ceremony and Eng. D.D.S. Jayawardena, General Secretary will deliver the vote of thanks.

The organiser of the conference H.H. Subasinghe, President elect of the OPA will introduce the theme "The Nation Civil Society and Responsive Governance" at the inaugural ceremony. It is open to the public.
