Police Commission promotions - The facts

Following upon the recent promotion of Police Officers the Print and the Electronic media and the Presidential Secretariat have raised concerns regarding the promotion or otherwise of a number of named officers.

Therefore the National Police Commission wishes to clarify the correct position. In all, a total of 4288 officers in the ranks of Constables, sergeants, Inspectors, Chief Inspectors and ASPP were considered for promotion. Out of them 2795 were promoted.

The balance 1493 were not promoted since they have not satisfied the criteria. From the various Media reports we have ascertained the names of 27 officers whose cases were highlighted. Having carefully considered all these 27 cases, the National Police Commission has found that the correct position is as follows:-

A. Although the media alleged that the following officers have been promoted we of the NPC categorically and emphatically state that they have NOT been promoted by us for the reasons given below against each name.

01. Ajigh Samarakoon IP - Presently in Prison for murder

02. Priyankara Perera ASP - Found guilty of bribery charges

03. S.S.B. Madakumbura IP - Under Interdiction and Court case pending

04. Y.M.N. Ekanayake IP - Sentenced to 05 years imprisonment

05. W.A. Somachandra IP - Court case pending

06. K. Illangupillai IP - Sentenced to 05 years imprisonment

07. S.B. Kusumachandra IP - Under Interdiction

08. A. Selvam CI - Departmental inquiry pending

09. S.W.A.B. Daulagala CI - Not qualified

10. V.C. Muniratne IP - Sentenced to 05 years imprisonment

11. W.A.D.S.T. Kasthuriratne CI - Inquiry pending

The promotion of the following officer has been carefully reconsidered and the Commission has no reason to vary the promotion order and therefore his promotion stands.

B. The following 06 officers, referred to by the media, had been promoted by the NPC on the faith of the reports made available to it by the IGP. Those records were the Seniority List and the updated list of officers with "blemish records, pending court cases and disciplinary inquiries". these records did not set out any reason for not promoting the officers who appeared to be otherwise qualified.

The National Police Commission summoned the DIG/Personnel and the officials of the Personnel Division in order to re-check the correctness of the information submitted to the Commission by the Police Department.

1. Vijitha Bandara Herath IP - Promoted by the NPC as no blemishes were reported by the IGP. Subsequently IGP brought to the notice of the Commission that he had vacated post from 1996 - 2001. Therefore this matter is being further reviewed by the Commission.

2. G.E.W.M.N.B. Ekanayake, CI

3. A.S. Liyanapathirana, CI

4. A.H.S.W.M.R.W. Divelgama, CI

5. R.M.S.B. Ratnayake, CI

6. A.S. Edirisinghe, CI

The National Police Commission took a decision to promote these 05 officers. However, the NPC subsequently at a discussion had with the DIG personnel and his staff it transpired that there were certain irregularities and on the basis of such findings a report has been called from the IGP in respect of these cases, with a view to take action in this regard.

C. The name of A.M. Gunathilake IP, was inadvertently included in the promotees list on 29.06.2004 However, on the following day it was detected that he was under interdiction.

Therefore the National Police Commission immediately took action on 30.06.2004 to revoke this promotion and informed the IGP to take his name out of the list of promotees. D. The names of the following persons have been quoted in the media but the NPC is unable to trace the correct party from the information provided by the IGP's Office. Therefore these names are being further investigated.

E. Although the Media had claimed that the following officers' promotions have been withheld.

The National Police Commission decided that they cannot be promoted for the following reasons given against their names.

1. Senaka Kumarasinghe, CI - Fundamental Rights case.

2. H. Samudrajeewa, IP - Fundamental Rights case.

3. Rohan Olugala, IP - Did not satisfy the criteria for promotion.

4. A.M.B. Gemunu, IP - Did not satisfy the criteria for promotion.

5. Nuwan Wedasinghe IP - Fundamental Rights case.

6. Indika Hapugoda, IP - Fundamental Rights case.

7. A. Bowala, IP - Did not satisfy the criteria for promotion. The NPC wishes to emphasise the fact that never in the history of the Police Service in this country have there been such an enormous and unprecedented number of promotions given on once occasion.

Nevertheless of the National Police Commission will be pleased to entertain further representations by any aggrieved parties in order to review such matters: Ranjith Abeysuriya PC, Prof. M.T.A. Furkhan, A De Z. Gunasekera, S.B. Bandusena, Dr. Rev. T. Seelakkhandha, Dr. M. Kopalasundaram and Dr. S.J. Stephen.
