Development Lotteries Board in luck's way after 20 years

The Development Lotteries Board (DLB) recorded its highest sales turn over, Rs. 400 million in July this year, 20 years after its inception on January 19, 1983.

Addressing the media at the Presidential Secretariat yesterday in connection with setting up of standard lottery outlets countrywide, DLB Chairman W.P.S. Jayawardene said the idea behind the Development Lottery was to provide money for the President's Fund and the Mahapola Scholarship Fund.

He said in 2003, the DLB contributed Rs. 750 million to the President's Fund. Jayawardene said they hoped to increase that amount this year.

Jayawardene said the Development Lottery is not a gamble.

"It is a system that serves the whole society. Development Lotteries are a source of considerable income to several Governmental projects, social service programs and development projects such as hospital development projects, scholarship programs, welfare fund for performing artistes and religious institution development and other projects," he said.

Secretary to the President W.J.S. Karunaratne said President Chandrika Bandaranaike Kumaratunga was keen on expanding services of the President's Fund and providing maximum services to the deserving.

The Fund has assisted a large number of patients requiring special medical treatment here or abroad. No other fund exists in Sri Lanka other than the President's Fund to provide relief to the needy, he said.

Karunaratne handed over the first lottery outlet to a dealer close to the Presidential Secretariat.

The DLB will install standard lottery outlets (designated DLB Kiosks) countrywide. As a pilot project, DLB has constructed 500 branded lottery outlets as the first step of this project.

The newly built lottery outlets will be distributed among dealers in Colombo, Kalutara and Gampaha districts.
