by Nadira Gunatilleke In response to the request regarding rehabilitation and reconstruction work in the Mannar district made by the Sri Lankan Government, the Japanese Government decided to provide Rs. 480 million towards the Project for the Mannar District Rehabilitation and Reconstruction through Community Approach (MANRECAP) through the Ministry of Assisting Vanni Rehabilitation under the Technical Assistance of the Japan International Cooperation Agency (JICA). The overall goal of the project is to escalate the socio-economic conditions in the cleared areas in the Mannar district, above the average level. Reconciliation within the project sites and the vicinity will also be strengthened. The Mannar and Manthai West Divisional Secretariats have been identified as project sites in the Mannar district. Through this four-year project it is expected to improve the livelihood and community development of the beneficiaries of the project. Further it is expected to acquire the overall output of the project through a process of formulating a Community Action Plan (CAP) in line with the participatory method, rehabilitation of basic community infrastructures, by acquiring the necessary abilities for socio-economic activities from Community Based Organisations (CBO) and effective involvement of government officers engaged in regional development in the areas concerned. Through this project, the transfer of technology by the Japanese experts in various fields such as rural development, social development and gender, local resource management, communal infrastructure development, participatory development planning and monitoring and evaluation will be provided by JICA. Sri Lankan personnel connected with the project will also get the opportunity to receive technical training in Japan. The necessary equipment for the transfer of technology by the Japanese experts such as equipment and vehicles for project management will be provided by JICA based upon the request made by the Sri Lankan Government. |
