News Business Features Editorial Security Politics World Letters Sports Obituaries | President orders appointments and promotions in Public Service President Chandrika Bandaranaike Kumaratunga has directed that no appointments or promotions should be made in the public service during the period February 8, 2004 to the conclusion of the General Election to be held on April 2, 2004. The Presidential Secretariat said yesterday that the Secretary to the President W.J.S. Karunaratne in a letter dated February 12, 2004 has conveyed this decision to all Secretaries of the Ministries. Any appointment or promotion made between February 8, 2004 and the date of the letter of the Secretary to the President, February 12, 2004, should be cancelled forthwith. However, where an appointment or promotion has been made with the approval of the Cabinet of Ministers or the Public Service Commission during this period, it may remain in effect, till the matter is scrutinised subsequently. Similarly, any appointment or promotion already approved by the Cabinet of Ministers or the Public service Commission, many also be made, provided that the Secretary of the relevant Ministry is satisfied that such approval has in fact been received prior to making the appointment/promotion. Secretaries to the relevant ministries will be held personally responsible for this aspect of the matter. Appointments/promotions outside the approved cadres and those not confirming to Management Services Circular No. 16 are in any case, irregular. Secretaries of the relevant Ministries will also be held personally responsible for such appointments or promotions. The Secretary to the President further states that these provisions will apply to all categories of positions in the cadres of Ministries, Government Departments, State Corporations, Statutory Boards and other State Sector Institutions. |
