Elite Council to combat crime President Chandrika Bandaranaike Kumaratunga yesterday appointed a 13-member National Advisory Council for curbing the rising crime rate, the Presidential Secretariat said. The Council, which will advise the government and the police on formulating anti-crime policies, was appointed at a discussion held at the Presidential Secretariat. The Council will be headed by Ven. Dr. Bellanwila Wimalaratana Thera. Interior Ministry Secretary M.N. Junaid will function as its Secretary. Rev. Nicholas Marcus Fernando, S.K. Sharma, Dr. M.A.M. Shukri, IGP Indra de Silva, Godfrey Gunatilake, Dr. L.J. Mendis, Dr. Deepika Udagama, Sabaragamuwa Governor Monty Gopollawa, Mahendra Amarasuriya, PAFFREL Director Kingsley Rodrigo and Sarvodaya leader A.T. Ariyaratne are the other members. President Kumaratunga, pointing out that organised crime had increased over the years, explained the political and socio-economic factors behind the crimes. She urged police to take urgent action to tackle the rising crime wave. This Council will establish Citizens Committees which will seek public cooperation for gathering information on crime and for preventing crime. Each Citizen's Committee will comprise 15 to 20 representatives drawn from the area's places of worship, police stations, NGOs and professionals. President Kumaratunga expressed the hope that these committees would be vital for fighting crime. She cited the excellent record of Citizens Committees established to fight the drugs menace as an example. The discussion focused on major crimes, acts of violence targeting places of worship and strategies for preventing crime. |
