Eleven member team to probe aircraft accident at BIA

The Director General of Civil Aviation (DGCA) has appointed an 11 member team to investigate the IL-18 aircraft accident at the Bandaranaike International Airport.

M. H. Subasinghe, Consultant/Technical and Acting Assistant Director (Personnel Licensing) leads the investigation team which comprises officials specialised in airworthiness, operations and air traffic services, the Director General of Civil Aviation, H. M. C. Nimalsiri said yesterday.

The DGCA has notified the accident to the State Registry and the State of the Operator (Republic of Kyrgyz), the State of Design and Manufacture (Russian Federation and Inter State Aviation Committee) and the International Civil Aviation Organisation (ICAO) in pursuance of the international standards contained in annex - 13 related to the conduct of aircraft accident and incident investigations.

The DGCA has also requested Directors General of Civil Aviation, Republic of Kyrgyz, United Arab Emirates, Russian Federation and Inter State Aviation Committee to appoint an accredited representative to participate in the investigations and appoint advisors to assist the accredited representative.

The investigation team has commenced preliminary work relating to the IL-18 aircraft accident investigation.

Accordingly the aircraft's Digital Flight Data Recorder and Cockpit Voice Recorder (CVR) have already been removed and taken into the custody of the investigators who are yet to decide a proper facility for reading the information contained in these recordings.

It is expected that the information in the report would be of immense value to find out what circumstances led the aircraft to declare emergency and carry out a belly landing on the grass patch, right of the runway-04.

The cockpit crew who operated the flight and air traffic controllers on duty had also been interviewed preliminary by the investigators.

They have already viewed the videotape, which contained recorded flight profile of the aircraft. According to international standards, the team is not allowed to use the information for purposes other than accident investigation.

Further investigation is in progress.
