Industry awaits launch of automated cargo clearance system The service provider - eServices Limited has commenced pre-registration of Custom House Agents (CAHs) on an all island basis, to begin operation of Asia's first automated cargo clearing system. The new clearing process called the "Sri Lanka Automated Customs Clearance System " (SLACCS) which will replace the existing manual cargo clearing documentation procedure is being facilitated through this new company which is a joint holding of the public/private sector collaboration. This project set up cost of US Dollars 3 million is fully funded by the private sector. The project has received the backing of all the l ine state/private sector institutions that have direct "link" to the import/export segment. According to Minister Karunanayake, SLACCS will place Sri Lanka on the limelight as the "hub" for regional e-commerce gateway. Customs Department which is one of prime stakeholders of this venture is making great contribution towards data input and other documentation process needed for Customs Declaration by consignees. According to company sources, May 1 has been fixed for commercial operation that will be limited to imports related documentation only, while export processes will come into operation somewhere in early August. Already several thousands of "test" submission of Customs Declaration (CUSDECs) have been processed before the commercial launch. According to a Company spokesman, a major awareness program at all levels will been drawn up and will be launched soon in order to educate everyone concerned about SLACCS. The market still seems to be vary about the whole new exercise as it is a new product and a totally new service that we are going to provide, he said. The decision to automate cargo clearance system will not only boost the economy but will also encourage international trade and commerce with the rest of the world, Minister Karunanayake added. The import / export industry is upbeat about the process that is to follow. |
