Action plan to contain crime wave

President Chandrika Bandaranaike Kumaratunga will implement an extensive action plan to contain the soaring crime wave.

Arrangements have already been made to kick off this drive from the Western Province where 45 per cent of the country's crimes are committed, she told senior police officers of the Western Province yesterday.

"An honest and independent police service is essential for the strong forward march of the country. The Police alone cannot suppress the growth of crime rate. It needs broad public support," she said.

"Public opinion on the police service is not impressive. Police officers must do their duty of maintaining law and order first before their personal comfort," the President said.

She said the deterioration of education and irregularities in the police force have contributed to the increase in crimes, and political pressure, unsystematic procedures of promotion and various other social and economic factors have demoralised the police force.

"A systematic procedure of promotions based on seniority and efficiency formulated during the PA regime has not been implemented so far. I trust that the National Police Commission will handle police promotions in a proper manner," she added.

The President said with the introduction of the open economy in 1977, the process of politicisation of the police was accelerated, but what the country needed was an upright and independent police service consisting of officers capable of intelligent decision making.

She requested the police officers not to undermine the police service by going behind politicians for personal gains.
