Citizenship granting procedure on course

The Ministry of Interior, in a press release issued yesterday said that persons eligible to acquire Sri Lankan citizenship under the recently enacted Grant of Citizenship to Persons of Indian Origin Act, No. 35 of 2003 could now apply for registration as the Department of Registration of Persons of Indian Origin has now finalised the printing of relevant forms.

The Controller of Immigration and Emigration under whom the Department functions said the declaration forms will be available in all three languages at the office of the Department of Registration of Persons of Indian Origin, 3rd Floor, Unity Plaza Building, Colombo 4.

The forms will also be available at offices of Government Agents and Divisional Secretariats in Kandy, Matale, Nuwara Eliya, Badulla, Moneragala, Kegalle and Ratnapura districts in a few fays. The forms can also be down-loaded from the Department's website www.immigration.gov.lk, the release said.

Under the Act persons of Indian Origin who satisfy the following are entitled to Sri Lankan citizenship from November 11:-

a) Has been a permanent resident of Sri Lanka since October 30, 1964 or b) is a descendant, resident in Sri Lanka, of a person who has been a permanent resident of Sri Lanka since October 30, 1964.

There are two types of declaration forms. They are: a) Forms of special declaration to be made by persons of Indian Origin holding Indian passports or other similar document; or b) A general declaration form to be perfected by those who do not hold passports for forms of general declaration.

A separate application form will also be made available for those who wish to apply for citizenship certificates.

The Department will also publish the specimens of declaration forms in newspapers to enable declarants to prepare their own declarations based on the formats.

The declaration will have to be attested by a Justice of the Peace, a Commissioner of Oaths and sent direct to the Commissioner for the Registration of Persons of Indian Origin, Indo-Ceylon Citizenship Division, 3rd Floor, Unity Plaza Building, Colombo 4, or handed over to the Kachcheri or the Divisional Secretariat.

Under the Grant of Citizenship to Persons of Indian Origin Act, the grant of citizenship of Sri Lanka to a permanent resident will be effective only on his or her forwarding to the Commissioner a declaration in the form of declaration stating his intention to voluntarily acquire citizenship of Sri Lanka and upon such declaration being acknowledged by the Commissioner in writing.
